Our thanks go to CCC Highways team for picking this up. Below is a letter that is being sent out to residents to inform them.
Dear Resident.
We are writing to let you know that we will soon be resurfacing Chester Street. This work is part of the Council’s on–going work to repair the city’s roads.
The work is scheduled to take place on Monday 8 March 2021 and will take approximately 6 working days to complete. Please note that our working hours will be from Monday to Saturday 7.30am to 4pm. To enable us to carry out the work safely and quickly we will need to close the road.
Access to the closed section of road will be restricted to residents, businesses and essential user's only (e.g. emergency vehicles, refuse collection). Pedestrian access will not be affected.
During this time, it is essential that we continue to maintain our network, which is why our workers have been officially designated as key workers by the Government. Our priority is to keep the public and colleagues safe at this time, so staff will be following specific Government construction worker guidelines to ensure safe working is achieved. Please make every effort not to approach our staff. If you do need further advice, please contact Customer Services.
We also need you to ensure your vehicle is not parked on the road. Vehicles left on the road during the working hours will be removed. Please see overleaf for further details. Although we may not be working directly outside your house for the full duration of the work, we will need the full length of the road to be clear of all cars to allow us to carry out the work in a safe and efficient manner.
Sometimes there are delays to the work for reasons we cannot control i.e. bad weather but, if this does happen, we will let you know by clearly displaying notices on information boards at each end of the road with the revised date.

Tow Away- In accordance with Section 14(2) Road Traffic Act 1984, a Local Authority may by Notice restrict or temporarily prohibit the use of the road, or any part of it where it appears that it is necessary or expedient because works are due to be carried out on or near the road. During the work all waiting will be prohibited and any vehicles remaining on the highway will be issued with a parking ticket which incurs a £70 penalty charge. In accordance with The Removal and Disposal of Vehicles Regulation 1986 a Civil Enforcement Officer working on behalf of the Local Authority is empowered to authorise the removal of vehicles that are parked in contravention of a parking restrictions.
